On the 9th February 2018, members of the roadworthy industry were invited to a consultation with the National Department of Transport and the RTMC. This was the first consultative meeting in 3 years and was welcomed by industry. The following issues were discussed and clarified:-
Electronic Test Results
The desire by industry to render test results by electronic paperless means; whereby the application and roadworthy test sheet can be produced electronically by capturing results and images on a tablet; was tabled by Dekra. Other test station groupings also indicated that they have electronic systems available. Mr Sean Sevill from Gauteng Provincial Government, told the forum that in Gauteng province, Dekra Automotive will be allowed to pilot the project under certain conditions. Industry was requested to form a working group, draft a suitable proposal and will be invited back to do to a presentation on any software system that can achieve this.
A Circular issued by the Gauteng Province, has now been adopted by all provinces; the content of the circular is as follows:
Fraud and Corruption
It was heartening to hear that there were many efforts by all stake-holders to to curb fraud and corruption.
Industry heard that NDoT and other stake-holders will soon finalise a National Anti-Fraud and Corruption strategy. Ferose Oaten told the meeting of the RMI-VTA’s Ant-Fraud and Corruption Charter being adopted by the VTA members at the AGM’s across the country.
The members of the forum were given direct contact details where they can report fraud and corruption activities; this being: Hotline number- 0861 400 000, or e-mail address firstname.lastname@example.org.
An appeal was made by Mr Sean Sevell of the Gauteng Province specifically relating to the Proprietors / Owners of test stations, and said that the authorities will be coming down hard on the owners of test stations; and that authorities are taking a more stringent approach to make owners / proprietors more accountable and hold them liable. He said:-
- Look at your own responsibilities as a test station proprietor; and ensure that vehicles are tested in accordance with the act.
- Notify the MEC within 14 days of any changes; make sure that proper control is exercised; testing station must inform the MEC if there is any action, resignation, leave.
- In failing to fulfill your obligations, the proprietor will be held accountable, and the station will be lost. Stations’ registrations will be cancelled and not only suspended. An appeal against this will have to be directed to the Minister of Transport and not to the MEC. He said that the standard should be applied consistently in every province.
- In the future, where test stations are red flagged because of suspected transgressions, the Proprietors will be expected to be present during the statutory.
- If the Proprietor cannot / does not control corruption at his station, it is possible that his assets will be attached.
- In the future, the approach would be that the Proprietor needs to be known to the MEC and the proprietor needs to be interviewed before approval is granted.
Other issues discussed included Pony braking systems, Limousines, Testing of Hybrid / Electric vehicles and Vehicle Identification.
